Abstract
SUMMARY:
This work shows an analytical study about strategic evolution of local productive arrangement during its history, from organizational features to municipal government engagement.

METHODOLOGY:
The methodological choice was a qualitative one, study of “cases” (Yin, 2001).

PRELIMINARY RESULTS:
The consolidation of service industry for the local self-government and companies demonstrates an increment in the business process power and competition found especially in business concerning the ceramic tile industry.
Thus, a small part of this work bears on singular aspects of culture in Vargem Grande do Sul, a town in São Paulo state, Brazil.
